Pearl Harbour was attacked becos the US had increased pressure on Japan to stop the war in Asia, using trade embargos esp the supply of Oil, which Japan view as an aggressive move. So before the US took a step and totally cut off the oil supply from the Japanese, they have to made an aggressive move to retaliate against the US first. Pearl Harbour was chosen because the Pacific fleet in Hawaii was large enough to interfere in the invasion plan of Japan, so their best strategy is to disable the pacific fleet to prevent US from disrupting plan to conquer Asia. Jorge S is mostly right except the Japanese were aware that we had already been drawn into WWII in the European theatre and that is what likely we would be drawn into the battle in the Pacific as well. Pearl Harbor was the base of a large portion of our Pacific fleet and the primary goal of the Japanese was to disable this fleet, allowing them free reign in the Pacific.
