There is a travel company like the green tortoise, which operates out of canada. I wanna book the niagra - toronto tour, but cant remember the companies name.

How about Moose Travel Network? I think it is the type of thing you are looking for, like Green Tortoise in the US.

Don't recognize green tortoise, but Travelways and a number of other companies offer Toronto - Niagara Falls tours. If you are staying at a Toronto hotel, they will have information near the check in desk.
