It really depends on your taste and available power tools and skills...

shelves can be made from discarded skateboards, surfboards, etc. cut lengthwise. I would probably have liked something like that when I was younger. Also, you can use stuff like old discarded hubcaps and dress them up with maribou or beads to make a funky hanging shelf (like those ugly ones people use for hanging plants.

Paint is the cheapest thing for a dramatic change, but usually not an option if you're in an apartment or if your parents aren't okay with it.

if you're into fashion, the little girls dress up clothes from the dollar store could be cut apart into large pieces and layered like a collage over a corkboard to hang on your wall. A cute but funky place to display photos or attach a file organizer or some binder clips to store important papers or magazines.

Tulle is an inexpensive fabric that can soften your room. drape it like a swag around your room or wrap it around the stem of a floor lamp and tie with ribbon at intervals and hot glue it so it poufs out 3 or 5 times...

That's all I can think of at the moment, but if you go to the thrift stores, dollar stores, and yard sales I'm sure you'll find some things that you can work with.

For the television you can alway go to the store and get some cheap craft clue and some gems if you don't already have some and do it that way, then you can change it later if you don't like it anymore or if you are looking for another change later on down the road.
For the rest of your room, if you have a desk where you do your homework you can get cardboard boxes and lay them on their side in your room to make some shelfs if you don't already have some...Or you can go to a dollar store or something in your area and pick up a set of those metal shelves that hold papers and set those up in your room for papers, shoes, what ever you chose.

If you are into gems you can always string beads and hang them from your wall to match your design on your tv.
Not knowing what your room looks like or what you are into, makes it kind of hard to give some ideas you may like, just have fun and creative and if you need a break inbetween call a friend over and let them give you some hints ...
good luck and have fun with it.

I always thought a Hawaiian luau theme for a room could be both fun and relaxing, like a mini vacation whenever you come home. If you go to a party supply store, they might have decorations for a luau party, including cheap wall murals, grass skirts for a table, big cardboard cutout flowers to hang on the wall. You could get a coconut bra and dress up one of your old dolls as a hula girl.. There are a lot of ideas and it would be pretty cheap that way. It would be an excuse to hang a string of pretty lights and make a little tiki bar area. Lots of possibilities. I'm sure several of these items you could make yourself with materials you have on hand.

The "scene setter room rolls" on the following site take up a large area of wall. Check it out.

Goodwill has cool stuff to use for decorating. Savers too! There's a place in some states called DAV Thrift store. You don't have to buy new stuff to decorate your room with. I once bought a large round cardboard bucket, wrapped it with some cool fabric, but a round mirror on top of it... that made a really cool night stand/coffee table. Once you're at the store and if you know what you want, you'll get some ideas.

Dollar stores are great, you can find really offbeat cool stuff if you really look. And search around your house or garage for stuff your parents don't need, you can paint them or use them in ways they may not have thought of before. Also Target has so many really funky things in all colors for cheap, and lots of stuff that does double-duty. Go to their website and look around, they even list things by color. (No I don't work for Target I just love it.)
