Tell her that you appreciate that she would be concerned and that you will of course stay in touch with her but that you don't want to live your life feeling limited by your disability; that what you wanting to do is normal for any young person your age and that you need her support and encouragement to take this step in your life.

if Mom is the one who always carred for you, well then just be that big person you like to be and tell her, but carefully. Something like : Mom I need to spread my wings ,and I like to try it on my one with a friend of mine. Please Mom give the chance, because sooner or later I have to be on my one anyway.
After that see what she is saying: thank her if she lets you go. Stay in touch with her

You say something like this: Mom, I love you and you have done a wonderful job taking care of me while I was growing up. But, I'm grown now and it's time for me to get a place of my own. I'm going to get a place with (whoever). I will call you often and you can call me and we'll visit and have lunch and it will be like I'm still home, without having to take care of me. Something like that.
