Actually rush-hour traffic refers to the time when majority of people are heading in a direction either to work or to home. It is slow only because of either obstacles, accident, or too heavy flow of traffic. Then is is called a snarled traffic during rush hour. If there is none, this rush hour traffic will be cruising at speed.

... not only rushing home, but also rushing to work ;-).
The previous answer re: tolls on freeways was incorrect. Roads on which we travel and pay a fee are not called "Freeways" they are called "Toll Roads" or Tollways" or sometimes,"Turnpikes." The general term for the systems of general long stretches of limited access roads is "Highways," and these could be either toll or free.

it's the slowest because everybody and their momma is trying to go home and that causes traffic to back up and everyone goes into creep motion.

people are rushing on the streets to go where they have to go.rush hour is the time when alot of cars are on the road or highway and when theres alot of cars, that means more time for you to wait in your car.
