Not sure about a cat but with a female dog (*****) its sex organ swells up and shows a small amount of watery blood. Its normal time for being in season is 3 weeks in every 6 months. Good ideal not to take them out for a walk at this time also because all the male dogs know its mating time.

An inside cat will usually have a "howl" type of meow and act wierd like they "just can't stand it". You would definately know because it will drive you crazy.
As for a dog, they will leak blood, be swollen in "that area", and probably spend all day and night cleaning that area until they are out of heat.

For cats they will be yowling really loud!! And they will be rolling on the floor walking with her hind legs in the air but her front legs low to the ground. They will be acting more friendy than normal to rubbing their chin against everything. I am not sure about dogs as I have only owned a male dog.

There is a snappiness or short-temperedness, an enlargement of the vulva, and a desire to go outside and reluctance to return home.
The most obvious sign is the interest shown to your pet by other cats or dogs.
