If the freeway is within city limits, the city police share jurisdiction. A county sheriff could issue a ticket as well.

As long as you are inside city limits a city cop can pull you over on any road, or anywhere else you might have your vehicle (driveway, parking lot, Muddy field). County can pull you over anywhere in the county, and State can pull you over anywhere in the state.

There is one exception: if an officer blue lights you and you continue driving out of their jurisdiction they are allowed to follow you by law. Some Departments Standard Operating Procedures will not allow them to follow but just because some places don't allow it don't think that every one doesn't.

At least in GA and TN (and several other states I have been in) the city police has jurisdiction on every road that is in the city limits.

It is the state police that are restricted to only state highways, normally, and the city and county police have rights on any road that is in thier jursidiction.

In some areas the departments have agreements between departments as to who normally does what, but that does not stop them if specific times if they need to.

If that freeway runs through the city limits of a city or town, a city police officer has the right and duty to stop you if you are doing something wrong. It's for the safety of others, as well as for yourself.

Some states they can cause they do not have funding for enough Sheriff officers or state police so around a city cops normal patrol route if the freeway falls in it they can ticket you or even bring you to jail.

Yes, a police officer is on duty 24 hours a day, no matter where he is. If someone was beating you up, and robbing you, do you think you would ask him, if he has jurisdiction to help you?

In TEXAS a city officer can write a tickett anywhere in his county that the city is in. The sheriff's department can write a ticket anywhere in the county he is in. DPS can write them anywhere in the state.
