sounds so much like my life...
try being friends with the boy she likes, find out what he's gonna do to her before he does it, than warn the girl you like about him... but not like tel her, like occupy her time so she wont get in trouble with the guy... after doing this, get to know the girl, talk about what interests you guys. maybe she'll forget about the jerk and start liking you...
idk, I've had that crap happen to me and somehow i worked...

It is hard to answer this with no background.. but if you really care about this girl then you would want her to be happy and want what is best for her. Sometimes that could mean that you are not the one for her as far as a romantic relationship is concerned. The best thing that you can offer her is unconditional friendship and love if you feel it ... by respecting her and whatever decisions/boundries she has... the things that you do will communicate your feelings far more than any words you will ever say to her. So... be kind, open and supportive and if she has already decided she wants to be with this other person.. have respect and be the best friend you can... She will see this as a far more loving thing than trying to sabotage her efforts. In the end she will know by your actions how you feel.. you shouldn't have to tell her if you treat her correctly.

If you ask her out and she says no, well, that's the end of it. I was in a similar situation back in high school. I didn't like it much, but life will kick you in the b@lls sometimes.

As for this girl, only she can make the choice to leave this jerk if she wants to. If you try to interfere, she'll only resent you and won't have anything to do with you at all.
