Cool Edit Pro version 2.00 (build 2095.0) is excellent.
As well as audio file conversion to many formats, you can clip them down to size, raise and lower the decibels, add sound effects, among the numerous other options.

You could try opening the file in Audacity, then select File - Export as WAV.
But the problem is that MP3 is a 'lossy' compression format; when the original cd quality WAV was saved as an MP3 it lost some information. This means when you convert back to WAV you'll notice a lack of sound quality compared to a cd.

i had a download called something like cute CD ripper which did that. I got it from http://www.cnet.com but that was a while ago. Bear in mind that the .wav format is VERY heavy on disk space - your mp3 may get ten times bigger.
