GA needs to sponsor more events geared to the younger crowd. I took my first airplane ride at a small airshow and have been hooked ever since. I now have commercial certificate with a multi-engine and insrument rating. However, I am in extreme debt now, but was well worth it.
Costs are probably the biggest issue. But at the same time many small mom and pop FBO's generally don't advertise very well...heck, most FBO's in general don't advertise much. FBO's need to have websites, promotions, advertisement, and host all the events they can...just to make a name for themselves and let the general public know that they're there and have something to offer.
However, to combat high costs...I'm not sure there are too many solutions out there. Get more people involve with Aviation organizations like AOPA (Aircraft Owners and Pilots Association) and have them lobby on the pilots behalf. Insurance and fuel costs probably make up a huge majority of cost headaches. There is no immediate way to fix those problems.

I believe that the cost is the most expensive restriction of general aviation. To rent the most basic airplanes from operators usually run at least 70$ an hour. The minimums for the basic Private Pilots License is 40 hours, with the national average around 60 hours. (I did mine in around 45 though). That puts the average cost at at least 5000-6000 dollars-minnimum. (I did mine for 5,000)
The FAA recently introduced a new sports category, which more restrictions, but requiring less hours to learn. But it is estimated that it will still run at least 3k.
But you are correct, everything in aviation is expensive, starting with fuel. At the local FBO (Fixed Base Operator), they were charging 5.69$ a gallon retail for 100LL!!!

Get rid of insurance, liability, and regulation. Do that, and you'll have tons of GA activity. Of course, you'll also have a lot of smoking craters and poor widow(er)s.
