How old are they? If they're under 16 or so, I'd be telling the parents. 16-18 it's a toss up, but I'd probably still lean towards telling the parents as well. Over 18, then they're adults, and do not tell the parents.
Turn it around, if these were your children (or 1 of them way) would you want to be told???? I know I would.

-the ages involved
-their relation to you
-who is tiger- might want to let them know that kids are procreating in their house
Have you talked to bobby and cindy? How old are you? there are too many unknowns here.

I bet they did not even know how to do the nasty. They must have been scared when you caught them. I think you should let it be their business. You did not say how old they were.

and they are how old?...if they are like 10 take them home and say you caught them doing the nasty...if they are 14/15 toss them some condoms and say better safe than diseased.....and if they are any older just let it go
