You didn't mention what kind of bird it is. But I have owned birds most of my life, and that's quite a long time now. Anyway, if you have any other pets, like cats,or dogs, first make sure that they are not in the same room when you do this!
I would recommend, and this what I have always done as well.
Opening your bird's cage door. Leave it open. Sit very quietly close enough to where your bird can see you.

Every once in a while, you might want to call out it's name, don't yell it out,...just call out your bird's name, and whistle also.
Please remember NOT TO HAVE ANY DOORS OR WINDOWS EVER OPEN WHEN YOU ARE DOING THIS!

It has been known, that a friend or two visiting have accidentally opened the front door,...and that's when birdie decided to come out unto his master's shoulder to sit,...then right out the door,...never to be seen again!

But,I'm telling you this works! Just lock the doors, inform your people, and put away the other pets in a safe place at the time, and everything should be fine! Your bird should come out and sit on your shoulder, your head within a couple of hours.

If not that day, please do not give up,the next day for sure. When the cage door is closed, try to sit and talk with your bird as much as you can. The more time you spend with him/her,the more your bird will be happy, and love you for it!

depends on what kind of a bird. some birds may always be nervous around u, especially if they were not hand-fed as a baby. but generally speaking, u just need to spend time with them. do activities by the cage...like reading...and keep trying to hold/pet him. basically have him get used to seeing u and seeing that u don't hurt him. also u should be the one to give him food and give him yummy treats.

maybe never! some birds are justtoo frightened to be handled. you will just have to be patient, and start slowly by sitting for long periods beside the cage, then after a few weeks, sit with your hand on the open door for long periods, then with your hand in the cage etc, until the bird will actually let you touch it. this will probably take months, and may never happen.

Some birds will always be scared of humans. Your best bet is to sit next to its cage and talk to it as much as you possibly can. It will eventually become much more comfortable with your presence. Then when it seems a little less scared you can try to get it on your finger but always move very very very slow with animals like this, they scare so easily.

Try clipping it's wings. Most birds are easier to handle and won't fly away when you clip it's wings. This doesn't harm the bird in anyway unless you clip too close.
