It depends on why you itch. Itching makes you feel better temporally by disrupting the nerves signaling that there is a problem in that area. However itching - may irritate the skin worse by repeatedly scratching the area & damaging the skin. Or spreading the rash if it's caused by infection, poison ivy exct. I would recommend lightly patting the area that is itching. It does not feel as great as scratching but it can temporarly disrupt the nerve signals providing relief.

The reason that you should not scratch the things such as a rash is that an inflammatory process is going on. There are mast cells in the body that work in this process. It is a good and bad system. The bad part is, the more irritation you add, the more the mast cells degranulate which leads to further itching.

scratching the infected area can make it worse by (if you do scratch enough) opening the skin and making it vaunerable to other germs. scratching can also make it spread. for example: if you got poison ivy or oak, the oils from the plant get on your skin and make it itch. but when you scratch it, your fingers catch the oils and sprend the rash. my suggestions that helps a lot:
a. calamine lotion
b. depending on what your itch is, take a shower.
c. put ice on the area.
d. allergie pills help too.

the scratching will release more histamine and makes the rash worse
you feel good after the scratching because the pain fibers get stimulated and 'dstracts' you from the itchiness temporarily...

Not only that, it breaks the skin and opens it up for infections. That is not a pleasant experience!
