or is there a decline?

I'm afraid there is a decline. Partly, it may depend on where you live, but I think society as a whole has become lacking in the manners department- just acknowledging someone's presence as you pass them, please and thank you, etc. It all just starts with having respect for other people, and for yourself equally. I think many people have forgotten to teach manners to their children- I have encountered so many kids and teens that just seem not to have been taught. It doesn't matter what race or socioeconomic group a person is in- it just says so much about a person who has nice manners.

There is a terrible decline in manners. I'm absolutely amazed at how rude and unaware some people are. There are still those with good manners out there, but there sure aren't as many as there used to be. Very sad.

Everyday courtesies are pretty much a thing of the past, sadly. I've noticed an especially sharp decline in the last 20 years.

The remedy for this is teaching basic manners to children and then (this is the hard bit) enforcing them.

(Speaking of horrible manners, I'm so sick of kids trying to call me by my first name...who the hell do they think they are? It makes me want to put my aging foot right up their little backsides.)

I feel that they are on a decline--but there are lots of people out there who are very polite. It just depends on who you run into--but I do feel that people are ruder now than ever before. I blame it on the fact that people are always rushing around. In the USA--we are rushing to work, then home to take the kids to their afterschool activities, then rush to eat dinner, then rush to get the kids into bed--you get the idea. Therefore, if someone is messing with our abliity to rush, we become rude. We honk our horn, cut people off, talk nasty to them etc. If we slowed down, I think manners woudl be on a comeback to a certain degree. That would be nice to see. :)

I'd like to think manners are making a comeback, and I sometimes see evidence of it. Unfortunately, there is much evidence to the contrary. Your opinion on this, I think, would have a lot to do with your environment. Where people are stressed, overworked and don't feel appreciated, manners tend to fade -- just as they sometimes do among the rich and powerful. Where people live simpler lives, are happy and don't feel a great sense of entitlement, I often find completely different people who treat others as they would be treated.

Manners: A way of doing something or the way in which a thing is done or happens.

DECLINE.

I continue to instill them in all the young people that I interact with. Teachers appreciate them!

"you'll extra proper come back with......." come back is two words, it signifies that someone will be coming again with a sandwich. it is not a comeback, that is a sarcastic verbal reaction to a remark from yet another man or woman.

I think it depends on the setting. I am still very formal in certain situations, like work, a job interview, or with someone I have just met (especially if they are older).
