Yes he can, and there is no fee for his services or for using the church building. He may be reserved about doing it on a Sunday. LDS generally believe that on Sunday you go to church and spend the rest of the day with your family. It would depend on the bishop as to whether or not he would want to do it on a Sunday. This is especially true since most of the church building is being used the whole day on Sunday.

I think you'll find that many people on here are rude... unfortunately. I'm not positive, but I don't think they do. Saturday is fine though! To be sure, just call a bishop of a local ward and ask him!

Yes, but since it is Sunday he will charge double his rate and will ask for first dibs with the bride as well.
