There are no set "steps" however there are some things that need to be done within yourself.
#1-Realize that no matter your position in life you are successful. Success doesn't come from the external but from within.
#2-find spiritual peace within yourself. If your current religious practice doesn't cut it, find out what does and practice it with an open heart.
#3-accept the fact that we are all children of the creator. No matter what another persons race, creed, sexual orientation it is not you job to judge them. That is the creators job.
#4-Accept the fact that you are not perfect and the world doesn't revolve around you. We are born to learn and the proccess is long and sometimes painful. Remember to learn from your mistakes.
#5-Rely on yourself for help, ask others when you cannot do it yourself.
#6-This one may be hard. Forgive everyone who has hurt you in any way. Forgive them that they done you wrong, but remember you cannot forgive what they done, that is for the creator.
And finally #7-Do not let others bring you down. It sounds corny but if you hang with loosers and negatively minded people it will work against you. find those that will support you and are positive and you will be lighter.
There are others I am sure but these to me are the most important.

It's a process over time, it's not going to happen overnight. But there are steps to take. First pray and ask the Father into your heart (mind) and life. Ask for change of you. Ask for guidance and direction. Ask for forgiveness of your sins. Do all this in Jesus name (authority).
Come to the reality that as long as you dwell in the flesh body you are going to fall short. All are sinners. Repentance is a change of mind not a license to sin. Perfection is maturity or full age in His Word. We are to produce fruit and glorify Christ.
His Word is an life learning process. Trust this man or no man unless you check it out in His Word. I've been at it earnestly for 16 years. I'm producing fruit but feel I'm still in the process. Don’t clean house (clean up your act) without filling that void with the Word of God.
Luke 11:24 When the unclean spirit is gone out of a man, he walketh through dry places, seeking rest; and finding none, he saith, I will return unto my house whence I came out.
Luke 11:25 And when he cometh, he findeth it swept and garnished.
Luke 11:26 Then goeth he, and taketh to him seven other spirits more wicked than himself; and they enter in, and dwell there: and the last state of that man is worse than the first.
By the way, born again means born from above, check it out.

Read "Conversations with God", by Neale Donald Walsch and anything by Deepak Chopra and Wayne Dyer
I believe it is possible through the teachings of these books but one needs to first free oneself from the trappings and distractions of modern "civilized" life first.

Do you mean "filled" or fulfilled? In either case, while there are not specific steps as in step 1, 2, & 3, there are certain practices that lead to a spirit filled life.
Romans 12:1 I appeal to you therefore, brothers, by the mercies of God, to present your bodies as a living sacrifice, holy and acceptable to God, which is your spiritual worship. 2 Do not be conformed to this world, but be transformed by the renewal of your mind, that by testing you may discern what is the will of God, what is good and acceptable and perfect.
In the old testament when they offered up a large animal for sacrifice they would cut it into parts. Today when we offer our bodies as a "living sacrifice" we have to offer up the various parts of our bodies to God's revealed will for our lives in order to be that holy temple of God that the Spirit is pleased to dwell in.
We have to say
"Lord I offer up my eyes to you. I will not look upon the sinful things of this world but will guard the gates of my eyes and turn them away from evil."
"Lord I offer up my mouth and lips and tongue to you. I will let no lie, or slander, or gossip, or coarse jesting come forth from my mouth but will use it to praise you and to encourage and edify others."
"Lord I offer up my hands and my feet to you. I will go only to those places that your Spirit leads me to and I will only use my hands to do that which is pleasing in your sight."
Then you have to be spiritually minded.
Colossians 3:1 If then you have been raised with Christ, seek the things that are above, where Christ is, seated at the right hand of God. 2 Set your minds on things that are above, not on things that are on earth.
Philippians 4:6 Do not be anxious about anything, but in everything by prayer and supplication with thanksgiving let your requests be made known to God. 7 And the peace of God, which surpasses all understanding, will guard your hearts and your minds in Christ Jesus. 8 Finally, brothers, whatever is true, whatever is honorable, whatever is just, whatever is pure, whatever is lovely, whatever is commendable, if there is any excellence, if there is anything worthy of praise, think about these things.
1 John 2:15 Do not love the world or the things in the world. If anyone loves the world, the love of the Father is not in him. 16 For all that is in the world--the desires of the flesh and the desires of the eyes and pride in possessions--is not from the Father but is from the world. 17 And the world is passing away along with its desires, but whoever does the will of God abides forever.
And then combine these two aspects in accordance with the outline given in the following passage and you will be on the right path to living a spirit filled and fulfilling life, in Jesus' name, Amen!
2 Peter 1:3 His divine power has granted to us all things that pertain to life and godliness, through the knowledge of him who called us to his own glory and excellence, 4 by which he has granted to us his precious and very great promises, so that through them you may become partakers of the divine nature, having escaped from the corruption that is in the world because of sinful desire. 5 For this very reason, make every effort to supplement your faith with virtue, and virtue with knowledge, 6 and knowledge with self-control, and self-control with steadfastness, and steadfastness with godliness, 7 and godliness with brotherly affection, and brotherly affection with love. 8 For if these qualities are yours and are increasing, they keep you from being ineffective or unfruitful in the knowledge of our Lord Jesus Christ. 9 For whoever lacks these qualities is so nearsighted that he is blind, having forgotten that he was cleansed from his former sins. 10 Therefore, brothers, be all the more diligent to make your calling and election sure, for if you practice these qualities you will never fall.
