Tell your friend to make the dog lie down at his feet for 10 minute sessions, two times a day. If the dog moves, your friend must put the dog back in place and make it stay there (a leash is helpful for doing this). Your friend can also lick his hand and feed the dog some dog food out of it when your friend feeds the dog. Doing these things, among others, will let the dog know who's boss, which should be your friend.

And don't apologize to your friend. Tell her if she wants a relationship with her dog, she has to spend time with it doing things the DOG, not she, likes to do - including walks.
As far as the jumping thing, GENTLY knock the dog in the chest with your leg when it attemps to jump. It will not take the dog long to realize that this is not fun. The dog needs to learn how to properly greet someone. When the dog finally settles down, then proceed to pet it, but do not touch the dog under any circumstances until it has settled down and stopped jumping up, otherwise you will be encouraging that behavior.

nothing wrong with being loved by a dog. Your friend should be more involved in his/her dog's life.
