I'm not entirely sure about Birth Records but I know you can search Death Records at the Social Security Death Index. Check out the link below.

Ancestry.com has it as a pay service that you can get for free at a Family History center or some libraries. They may not have it for long, as there is a controversy that they show too much personal information.
