I would say no! First of all, thats dumb! Second, its illegal! And third, it won't help! Take HIM outside to go to the bathroom!

No... you should take him out every hour or 2 so he or she will get into the habit of going to the bathroom outside

Take him to the EXACT same spot every time you take him to potty. Then leave some of his poo there so he smells it and knows that is the place to go. If he goes somewhere else, carry it to the spot, lay it down, let him smell it and tell him "Good dog!"
Say the same thing everytime. Like 'hurry up...hurry up" so you can say NO HURRY UP when he starts to go in the house. And 'good hurry up!' when he goes in his spot.
Look up kennel training. Its the best, easiest way to train.
