Don't approach a pack of girls. As soon as you start talking to the one you like, the other girls will pull her away like you're trying to rape her. They hate the fact that you think she is hot and not them. Your best shot is to go after the lone wolf.

When you see her, it depends on the setting as to what you say. If it's a club/bar, she's expecting to get hit on, so just introduce yourself and say you spotted her from across the room and had to talk to her. Don't do the 'come here often?' or 'can I buy you a drink?' right away (in fact, don't do the former at all). Act interested in her, not getting into her pants.

If you are in a coffee shop, library, school, look at what she is doing and form your conversation around that (if she is elbow deep in Physics, strike up a convo about that...).

Most important is to be confident and don't act like you will go home and cry if she blows you off. If you start off desperate, she knows you are a lost cause.
