What does the term "drag" mean when used in regard to aging and productivity?

What are the components of drag? Would fatigue be one? lack of enthusiasm? etc?

That is when one gender wears the clothing of the opposite sex. Age does not matter. Usually, there is very little productivity in these type of people.
