I'm going to assume that it is to draw attention to one's eyes. Like birds have colored spots on their wings, the eyebrows can attract attention from one's potential mate. They also keep warm some of the important muscles of expression in the face.

believe it or not, eyebrows do have a purpose. they keep sweat from going to your eyes when you are exercising. they are helpful in showing emotion, like when you are angry, excited, or mad.
