If it was at a Consulate you need to contact the State Department, but be warned that Consular officials have a great deal of discretion.
If it was taken at a Port of Entry, you need to call CIS national customer service line (www.uscis.gov) to try to get more information

Why don't you tell us what your nationality is, and where exactly your visa was retained - like in what country.
