I think it's easier to use the word "come" to get your dog to come to you. Try it in a safe place and reward the dog with treats. If you're that close to a street with semi trucks your dog should probably have been on a leash. Take your dog to obedience training. It's amazing but it's usually the human that needs the training not the dog..

Put a leash on the dog and take it everywhere you go around the house, inside and out, for a few days. When you tell it to sit, make it sit, everytime you tell it to. When you tell it to come, bring the leash towards you....etc. That is what they teach at the local pet store.

Put the dog in a kennel when you can't attend to it and at night. It's not mean, they like their own space.

The best thing is to teach them to sit and stay first. It's a difficult discipline for them, and then coming gets to be a reward for sitting still. They'll get excited because the know when the come, they get a treat or praise.

"Here" is not a command to teach your dog. Your dog should come to you using its name and if you wish to use commands you teach it the meaning of "come". You teach it "Fido, Come!" on a leash before allowing the dog off leash in controlled settings and it is not a good idea to allow dogs off-leash near streets, even well-trained dogs.

well first get an electric fence and keep her on a leash..
here and come are really ahrd to teach but Id try putting her on a leash and having treats and keep saying come (or here) and doing that until she does it without hte leash and keep practicing till she does it without the treats.
I would say you need to practice for like 15-30 minutes a day.
We're doing it with our puppy and its working
