Yes I believe I chose to come to earth. I told my Mother when I was a child that I picked her and Dad as my parents. I remember this vividly, and I was a child when I looked down and picked them out.
I don't remember now WHY I chose to come, either I have lessons to learn, or to teach (or both) Obviously I was not "done" or I would not have come back.

I sure believe it was a choice and sometimes I think, "boy of all choices, what a wrong one!" Though most of the time I'm pretty happy to have made it here. If you just think of the odds of being the first sperm to hit the egg as your primal ego-booster how can you fail from there on out? Well there are many ways to fail of course but you can also keep on to that line of hopefulness that sorta sparked you into existence.
If you want to know why exactly this place than figure out what this place in all its variety stands for and who you want to be in that setting. Finally measure up who you end up to be against that and you probably come pretty close to the answer as to why you made it here. Sounds easy, I know, but I'm sure there is a simplicity beyond all that we for the most part fail to see.

Yes, I believe we all chose to come to earth.
I believe that we all existed as spirits and lived in the presence of God. He presented us with a plan, in which we would come to earth. We would be given a body, and we would be tested (both physically and spiritually). We would learn to walk by faith. By having a body and developing our faith, we could become more like our Father in heaven. We understood that some risks would be included. Aside from the physical difficulties of feeling pain, sickness, and death, there was also the possibility we might lose our faith and turn away from God. There was the chance that we might not return to our Father in heaven. God also said he would send us a Savior (Jesus Christ) to help us return to heaven.
Not everyone agreed with the plan, and several spirits were led away by Satan (about one-third of the host of heaven). Satan presented his own plan, in which he would be given all the glory (instead of the glory being given to God). There was a great war in heaven, and Satan and his followers were cast out. That war still continues to this day, as Satan and his angels are always trying to deceive and lead us into temptation.

God has a garden of souls waiting to be born. We do not choose who, what, where, when and why. That would take away from the experiences we learn. As an individualized soul, we become a part of the whole plan...like a mosaic....and God uses our experience to aid in the progress of human beings.

I like arvecar's answer to your question--- one DOES choose and hopefully LEARN by that choice. When you fail miserably at learning, you get to do it all over again. "Try try again' comes to mind.
"Religious persons" of a specific bent will automatically hate this answer because having a choice and 'coming back' or 'reincarnating' smacks of Eastern religions and philosophy, however there is merit in that concept since we are "made in the image of our Creator", with the resulting implication that, and to the point of achieving perfect knowledge or 'perfection', we can be reincarnated and DO have a choice.
