Male cats are prone to bladder infections. Make sure you feed them the correct diet and give them plenty of water. If the problem persists take them to the vet.

This could be a more serious sign of infection. I strongly suggest you take "both" cats to the vet NOW. A friend of mine lost her cat to a urinary track problem in a matter of days. Nothing to set aside as just an accident. These animals are totally dependent on you.

ok so you don't say if there is a litter tray if there is one make sure they both have access to it.
Neutering normally stops the spraying not going to the loo.
Keep the two cats in separate rooms both with a litter tray and simple one who has widdled is found this also might be a urinary infection if trays are available best finding out who is doing it and getting checked by vet.

First, a trip to the vet to rule out a urinary problem.
then, lock them in the room with the box (and food) for a week. Once the box is the only option for a while, the peeing where it is warm and comfortable might stop.

One of our cats uses bathroom rugs when the litter box is dirty. Some cats have to have a prestine litter box or they will go find another place.
We got one of those auto cleaning litter boxes and haven't had a problem since.

well, clean the litter box more often. cats don't like to go in a filthy bathroom. or switch to a litter that cuts down on the smell. also try to catch them in the act, so you can pull them over to their litter box until they get the point.

have you moved their sand box lately?
have you changed their sand?
if not then you should first take them to the vet to rule out any medical problems, once that is ruled out you should contact a cat beaver specialist who will be able to tell you what is wrong and how to fix it.

they are marking their territorry even tho they bin done i dont no how to stop them part from catching them at it n spraying them with water
