One of the better websites that I quite often use is the USDA National Plant Database:

At a country level, as far as I know, this kind of information is only available online for Australia via one of the Australia's virtual herbarium portals. Elsewhere, I know that you can get distribution data for some states of the US ... definitely Florida.
