Sorry, I don't know what the + sign on passport means.
He can try to come in again, this time with a return ticket, and with plenty of cash/resources .... but since he has been refused entry once, they will red flag him every time and closely question him, and may or may not get back in. Each time he is refused entry will decrease future chances, and in some countries, once you are refused entry three times, thats it.
His next best bet may be to consider applying for some kind of visa to move there temporarily.

As far as I know all non citizens of the country, except for EU nationals, are required to have a return ticket on arrival just the same as we do for the States and all other non EU countries. Mind you I would always have a return for the EU in order not to be stranded there either.

he will certainly have his ticket and credentials carefully checked as he has been refused once. they obviously didn't believe he had any intention of returning to the USA as he didn't have a return ticket. He may well be refused entry again.

Rules are for everyone. Doesn't matter if american or martian. Should also get return ticket to enter any country. Otherwise no entry to whomsoever.
