Can points from a driving offence in one EU country be applied to the licence of a foreigner in his home country? (In particular between Germany and the United Kingdom)

No, they can't. Unless you are a real criminal, you don't have to worry. The EU is slow, and every country does its own thing. You can also have more than one drivers licence, each country issues its own to you,
