Men have all the equipment for building breasts just like women do. We just don't have the hormones to turn that equipment on. I guess we have it because we share a lot of genes with women. Actually in a sense you could say that all men have breasts. They are just very small. When men get fat something changes in their blood and they begin to build breast tissue. Sometimes when hormones are all out of wack in teen age males, they do get some milk from their breasts.

Nature is great at conserving resources. Both male and female bodies share many of the same elements, and the apparent differences are caused by small changes. Men (even those who do not have gynecomastia) have vestigial breasts, presumably an evolutionary defense against the loss of the mother of their offspring.

There is apocryphal evidence that some Native American tribes made use of this fact by following a course of treatment that encouraged a virile male to develop breasts and begin lactating in order to nurse orphaned babies.

Men have breasts, but not developed as in the case of women. Certain Harmones are responsible for development of the breasts. Have you not observed the breasts of certain men developed like that of women?

For many men, fatty tissue seems to grow there.
Many can get surgery. For some it keeps growing back.
It looks weird to me, but I guess some women don't mind.
