Well first of all, no one can tell you the amount of time you need. Do it when it feels right. I'm not saying it's a good choice, but I'm not stopping you either. Personally, I want to wait until I'm married, but every person is different and I respect your choice. To avoid having sex with him, maybe you could try not to take make-out sessions to the extremes you do, therefore not becoming horny. I know making-out is fun and exciting but it's not a necessity of life. Or you could always choose where you make-out with him more carefully, so its in a place where you wouldn't be comfortable having sex with him.
