The crook carried by a bishop is a shepherd's crook, symbolizing his place as shepherd of Jesus' flock, ie, the parishioners of his diocese.
It's not a double cross, but a cross with the tablet above it. The tablet is the sign Pilate ordered placed above Jesus on the cross, INRI, Iesu Nazoreum, Rex Iudoreum, Jesus of Nazareth, King of the Jews.

Sorry, I don't know the symbolism for the trappings and finery of the Catholic Church. I've always been a bit disappointed in their church as a whole, I think they have so much to give and so much beauty in their worship, but it gets lost in the things of real importance, like beauty of the spirit.
