I understand that is only how much is paid each year to already existing schools with already trained teachers, per student. I have read that it is $18,000 per year if you take into account new facilities and construction costs, administration, etc.
And California already has the subsidy of in state tuition for illegals, which further limits funding available to students legally here. Now California is considering outright financing even of that to illegals, or was a month ago. I think it is outrageous.
The Senate Immigration Bill also clears the way for in state tuition and grants in ALL states for illegals - even though under the Senate Bill there would be amnesty for most. Guess they don't think their 'comprehensive' approach is going to be that effective, or why would they need it? But then they put in a rolling 10 year statute of limitations which would be an automatic amnesty to anyone who could present documents indicating they had been here for 10 years as well. So much for stopping illegal immigration. That bill is an engraved invitation to illegals.
The Senate needs a shake up.

Our population is supposed to be in decline from what all the illegal supporters are saying. If so, why are we so behind in building new schools in California in an attempt to keep up with the flood? The existing schools were enough when I was a child. So much for declining population.
On costs, I can't find the two reports that put in construction and administration and came up with $18,000 per year. However a 2003-2004 school year estimated cost was $7,577 per student. this same study estimates that through education (not special ESL programs, lunch programs etc, but only as a fraction of the whole), incarceration and health care (primarily looking at births, which are tracked) illegal immigrants cost a California household headed by a native born worker $1,182 per year in 2004 AFTER taking into account the taxes paid by illegal immigrants.. http://www.fairus.org/site/DocServer/ca_costs.pdf?docID=141
Also, a current study is being done for the state by a Stanford economist led group which is using $10,325 for the 2005-2006 amount being spent on education per student. (Again this is just a percentage of the whole, not reflecting the illegal immigrant specific costly ESL programs and lunch programs, etc.) It doesn't mention if that includes school board administration and facilities costs and construction, as had the other studies I had seen. I heard it was $8 million per child in public school. It drives me nuts that my taxes go to that when it could go to buying text books or fixing up the roads. I don't think it is fair to concentrate on the Hispanics though... grant it they are the largest group of illegal immigrants in CA, but there are also many illegals from Asian countries and Russia. But the illegals as a whole cost CA over $10 billion per year and only bring in $8 billion in taxes and other means... I don't know about you, but $2 billion is a lot of money that could be put to better use.
Lets face it, the US doesn't know what it is doing... I mean a big fence? That is such a load of tripe! They need stricter laws and to find a way to make it so no illegals can get work, medical, or anything else for that matter... they will soon realize they were better off wherever they came from and return. The wall is just offensive, a waste of money, and well, makes the US look absolutely ridiculous.

I think the border fence can't go up fast enough, and that more people need to contact their city council to express themselves in favor of stronger enforcement practices vs. illegal immigration. I also think that there should be more pressure on businesses in the United States to ONLY hire legal residents of our country. IF they really really wanna hire people from other countries, they need to move their businesses there. Otherwise, the end result will be a massive movement of people into our country, which will overwhelm our water supplies, our roads, our schools, our hospitals, our electrical grid, our law enforcment, it will force a rate of growth on the United States that will be highly damaging, and most likely end up with a huge spike in unemployment, long-term. There's 5.5 billion MORE people in the world than there were 100 years ago. At some point, someone needs to call for a 'reality check' on this immigration business. I'm looking forward to hearing Congress' findings on illegal immigration, and what their proposal is for dealing with it. At some point, somebody's going to have to do something...and not just give speeches...

I have never liked the open door policies of a Federal government that is not representing the best interests of the country, only looking for votes and profits. It is time to vote all traitors out of office and impeach Bush.
It is time to elect representatives to the House and Senate that take a firm stand against all immigration, untill the war is over and the economy can support more immigrants we should suspend all immigration especially from Mexico and of course Muslim countries.

And now that you apologized, I have to say that while I don't like having tax dollars go to fund illegal immigrants, I also don't like that worthy potential students are being turned down for Federal Aid because they fall in the gap between "parents too rich, have them pay" and "living below the poverty line".
And for the guy way below me: Last time I checked, terrorists were coming in from Canada, not from Mexico.
