Ghetto in the black vernacular is an adjective to describe a person who exhibits actions in a particular manner that is hard to explain but this a common list of someone who is ghetto:

Talk loud
Talk obnoxiously
Use some sort of "advanced-slang"
Conceited
Dress like a little hobag

Also, ghetto may be used as an adjective to describe something of bad value or of cheap manufacture similar to that of being fake or a charlatan such as in a sentences

No familiar with the quote, but, 'chilling, or chilling out' is modern expression for some who is relaxing and having a good time. In the context of the quote you gave, the girl is relaxing and having a good time in the mall. Probably chatting with friends, in a bar, coffee house or something like that.

One meaning for ghetto nobody has mentioned yet--my brother uses it to mean something improvised or cobbled together. Like when I spread glue with a piece of cardboard, he said, "That's so ghetto." I think he meant it as a reference to how poor people who live in ghettos don't have the right tools for a job, so they get really good at using whatever's available. I think this is a common use of the word.

A ghetto is an area where people from a specific racial or ethnic background or united in a given culture or religion live as a group, voluntarily or involuntarily, in milder or stricter seclusion. The word historically referred specifically to the Venetian Ghetto in Venice, where Jews were required to live; it derives from the Venetian gheto (slag from Latin GLĬTTU[M] cfr. if the word GHETTO has been used by an indian then its a marathi word which means "to take" and the word chilling might be realted with the excitment girl is having in the mall.

Ghetto is usually used to describe an area in a city that is 'slums' or place of 'lesser origin' its no always the kindest term, but can also mean 'rough' area as in don't go there at night.

Chilling means hanging out. if the girl is 'chillin' at the mall she is hanging out at the mall.
