Give your dog an enema with an eye dropper, if he/she is a small dog. Then take them to the vet, if it does not clear up. Not what you want to hear, I'm sure, but it works.

If the dog hasn't gone for over 2 days, then call your vet. Sometimes a little bit of mineral oil or olive oil will loosen things up. Be careful not to give too much or you'll have doggie diarrhea.
add some veggies to the food-carrots, green beans, ect..when things return to normal.

Try giving it a little mineral oil orally. If that doesn't work, you'd better take it to the vet. There may be something in there blocking the bowel.

He may not be constipated - he might just be pulling a funny face.
