Since there is no "Ricker Islands" I take it you are referring to Riker's Island in New York.
Riker's Island consists of 10 jail facilities to house male, female and juvenile offenders.

I'm assuming you mean Riker's Island. I'm further assuming you're seeing some construction or big goings on on the island from where you live, maybe in East Elmhurst. If those assumptions are correct..that means that I'm good at assuming things..because I haven't got a clue as to what's going on out there.
