In the "step" situation, one is your step-uncle and one is your step-cousin. Adoption means they are fully part of your family, so, yes, there IS a relation there. They remain brothers to each other, of course, but their relation to you is stated above. Love it, because it makes your family special! ♥

Legally, the child your grandmother adopted is your uncle, and the child your aunt adopted is your cousin. However, you will probably relate to them based more on age than exact legal relationship.
If you're 19 and they're, say, 10 years old, they will probably treat you as an older cousin or aunt. If they're older than you (not likely if they were just now adopted), they'll probably treat you as a younger cousin or niece. If you live with either of them, that kid will probably treat you as brother and sister.
If your family insists on calling them your cousin and uncle, or if you or the boys want to use those proper terms, then it can be an opportunity to introduce others to some of the ways adoption challenges our view of what is "family".
And please do not fall for the idea that they are not relatives simply because they are not genetically related. This is one of the most hurtful, damaging things that you can do to an adopted child. It is extremely, mind-bogglingly offensive to those in the adoption community, and will likely hurt and offend your grandmother and aunt. If somebody in my family were to treat my kids like non-relatives just because I adopted instead of getting pregnant, then that family member would not be welcome in my presence until they fixed their attitude and treated my kids appropriately. That would make as much sense as saying your husband or wife (if you were married) is not really your family because he's not genetically related to you.

I believe that they are family through and through. It is a quite humourous situation like the song "I'm My Own Grandpa".
I would aim for the cousins thing because you wouldn't be an aunt and more likely a niece/cousin combination.

No...they are still your Aunt and Grandmother...your bothers are still your brothers. I know it might confuse you a bit...but it simply represents a shift in the family dynamics.
