In this following sentence:


The support given for the orphans will not diminish the role of fostering family in raising the orphans, but the fostering family is not entitled to the grants given to the children who are adopted when they are grown up.

To loobyloo, it is not ambigous at all because maybe there is a family who are just willing to adopt "mature children" instantly in order to get assistance as promised by a certain NGO in this context.

This seems slightly ambiguous, because why would orphans be adopted when they are grown up?
What I think it means then is that once the orphan has grown up, the foster family would not be entitled to any benefits the orphan receives as an adult.

That whole sentence is kind of long winded and hard to follow. The support given for the orphans will not deminish the roles of foster families raising orphans. Foster families, however, are not entitled to grants given to orphan children when they reach adulthood.

maybe the grants will be cut-off when they turn 18... that is the universal suffrage age.
