Impossible if you don't tell us how much spirit each of the first two glasses contains.

Let each measure be 100 ml. 20% of 100 ml (the first spirit) is 20 ml. 2 glasses (because ratio is 2:3) of the first spirit means 40 ml spirit in 200 ml solution.
40% of 100 ml (the second spirit) is 40 ml. 3 glasses of the second spirit ( again because ratio is 2:3) means 120 ml spirit in 300 ml solution.
When they are mixed, we get 40 ml + 120 ml = 160 ml spirit in 500 ml of solution. therefore percentage of spirit is
160 divided by 500 multiplied by 100 = 32.
