Your parents can be a wealth of information for your daughter. They can teach her things about life that you may have missed growing up. Is it okay to leave her there? NO, certainly not. I do not know the full details of how and why, but remember this: your daughter needs you. You cannot be a "sometimes" parent AND gain her loyalty and respect at the same time. Would you like her to grow up resenting you because of all the "firsts" you missed? Her first school or church graduation; her first play or music performance? These are things that can NEVER EVER be re-done. If you live in an area of the US that is "unsafe" for children, MOVE. Your child should always be your FIRST PRIORITY. Do you REALLY want your daughter to grow up without you?

three hours isn't going to make up for the other 21 that you miss out on. Her education isn't as important as the bond that a mother/father is SUPPOSE to have with their child.

what education? where are you from? is this acceptable in general where you live? three hours a day isnt enough to raise a child, you will have serious trouble as she grows up.

No....It's YOUR daughter, you should be raising her.
Your parents raised you. There's no reason they should be doing the same for your daughter.

well yea, unless your parents aren't very educated... but it's always better for a child to be with her parents more. :)
