DEPLETED URANIUM is not classified as a nuclear weapon by the Department of Energy.
Therefore any conjecture about DU is totally unfounded.
PALESTINIANS do not have the finances nor access to depleted Uranium so that automatically rules them out.
America might possibly use a new type of atomic Joint Direct Attack Munition against either North Korean or Iranian bunkers, but I think it is highly unlikely.
North Korea probably will not attempt to use a nuclear weapon against America because it would be suicide. They would be ANNIHILATED.
Most likely, I think either Iran or Israel will be the next country to use a nuclear weapon against another country. Either Iran will get their reactor online and produce weapons to sell to the other Arab countries which will be used against Israel, OR Israel will use a nuclear weapon against Iran.

The US already uses nuclear weapons in combat: they're called DU (depleted uranium) shells, most often used to destroy enemy tanks.
The military has been using them for many years. If that ordnance is made available to others, I'm sure they'll use them also. Who knows?
Nuclear bombs, even very small (1 kiloton or so), are being considered by the Pentagon in its bid to maintain superiority in techno-war. So, the US will probably use that type of weapon soon on Iran to destroy deep underground bunkers where they think (they don't know of course) nuclear weapons are being constructed.

I'd call depleted uranium ammunition rather nuclear. Therefore, America

Very heavy and very poisonous metal used to enhance the kill-value of American, British ammunition. Since the first Gulf war found in plenty on the ground in Iraq and responsible for many cases of cancer in Iraq as well as the "Gulf war syndrome" which has affected tens of thousands of American and British soldiers.

Either someone too crazy to care about the international response or someone who could get away with it.
Of the former, Iran and North Korea are prime candidates. Of the latter, the USA is the best candidate.

It won't be a country, it will be a terrorist group or something like that. Russia still has unaccounted for Nuclear arms. Some groups can make "Dirty" bombs already. A dirty bomb is a nuke with un-enriched elements. The bomb is bad, but has a smaller detonation than a full nuke.

If other Arab nations join in attacking Israel directly I would say Israel. And I think they will bomb Damascus or Tehran.
