Some bacteria need more than ultraviolet light to meet there demise. Bleach is a good deproteiniser. If your worried about delicate instruments. I would suggest soaking your instruments in bleach then rinse and UV it.

My dad uses UV sterilizing system to autoclave his surgical equipments/ rooms
Its done for 15 mins for autoclaves. Dont really know about other uses
