She doesn't mean to pull them off, she dries her hands and as a result of the pulling motion they end up on the ground.

Solve your problem by placing her own little towel rack further down the wall where she can reach it better and she will not have to pull. Besides it will give her a sense of pride and make her feel like a really big girl.

The answer is so easy you are going to say why didnt I think of this. Place a towel bar lower for her that allows her to dry her hands easier. You see this will eliminate it falling to the floor and she will feel so much more bigger because she will have her own towel and bar. If you cannot put one on the wall you can buy freestanding ones pretty cheap. And let me applaud you on actually getting your 3 year old to wash her hands after that easily. That is a feat as grand as actually potty training. BRAVO!!!

so you can use a safety pin or two underneath the rack to hold both sides of the towel together so she can't pull them off. Then she will have to learn how to wipe her hands without pulling it off and you will eventually be able to take them off.

Get a small rack just for her and put it at her level so she doesn't have to reach up to dry her hands.

don't worry about teaching her to pick the towels up... just keep picking them up for like the next 15 years.
