As a woman, you would want to say "ai shitemasu" or "suki desu". The latter literally means "I like you", but is every bit as common and, if said in the right voice, will certainly get your point across.

Your intonation will likely be a little strange, but I have no doubt but that such will only make it all the more charming.

Vowels are pronounced as in Spanish:

'a' as in 'pa'
'i' as in 'pinochle'
'u' as in 'ruby'
'e' as in 'get'
'o' as in 'hope'

Both phrases are, in fact, only verbs, with the subject and object (i.e. 'I' and 'you') being understood, much like the English sentence "Stop!", which really means, "(Gosh, but wouldn't it be a wonderful idea if you were to) stop!"

Kimi O Ai Shiteru

"Ai Shiteru"
(ah-ee shteh-ru)
"Suki da yo"
(ski dah yoh)

If you want to make it personal, though:
(let's use the name "Mizuko")
"Mizuko-chan wo ai shiteru"
(me-zoo-koh-cha-n oh ah-ee shteh-ru)
"Mizuko-chan wa suki da yo"
(me-zoo-koh-cha-n wah ski dah yoh)

Prnouncing the "u" in "suki" and the "i" in "shiteru" is acceptable.

As a girl, you won't use "boku" (I), "Ore"(i), "omae"(you), or Kimi(you), seeing as that is for boys. As a girl you can say "Watashi" or "atashi", though they are the same kanji character. Generally, though, you would not say "you". That is impolite. Usually you use the person's name and then the honorific. The subject can be dropped if the meaning is obvious, though.
