I own an alteration job and was aproached by an nco, he offered to send me his trainees for a fee. I feel it is wrong so I know it probably is, but he keeps hounding me about it. There has to be a law in the military law book about it.

Yes, Its Illegal for him to use his position within the military to achieve financial gain from his subordinates. If his superiors were to find out, he wouldn't be an NCO for very much longer.

This is considered fraternization. While there is a great deal of what would be striclty defined as fraternization (hanging out with subordinates during off hours, etc.), this one is actually illegal, probably would be considered extortion. He can recommend all of the people he wants to you, and that is simply good word-of-mouth advertising, but for you to pay him for each of his people that come to you, unless his is employed by you for that specific purpose (sales), that is illegal.

it is indeed against the UCMJ to do such things. Kickbacks are most definitely frowned upon. By all means contact the local Inspector General and report him.

yea it is very wrong of him.I would report it. If he is looking for an angle with you, he might be takeing advantage of someone else.
