the voltage tends to fluctuate.if this fluctuation results in low voltage(below 230 volts),will it damage the tv set which is in on state?

Yes it can. But if it is only voltage fluctuation then may be it can not harm to your TV. It depends up on design of Power supply of your TV. if it has SMPS Power supply then you need not to be worry. it can handle up to 190V to 260 Volts. For extra protection you can use good Spike buster. And never forget to Un plug or switch it off from main switch of your TV when it is not in use.

Too low a voltage can also be harmful, but it depends on the set's power supply design. The real problem with low voltage is if it is a result of a "brown out", the return of normal voltage may be accompanied by a brief overvoltage that can easily damage a TV. If you live in an area subject to voltage fluctuations, protect your TV with a voltage-regulating battery backup power supply. A cheaper alternative is a battery backup that switches to battery when the voltage goes below or above certain limits. Most good battery backups not the cheapest) work that way.

i think the more harmful to your electronics are the higher voltages
