They are called switchable glazing windows and do use an electrical current.

"Electrochromism is the phenomenon displayed by some chemical species of reversibly changing color when a burst of charge is applied.
One good example of an electrochromic material is polyaniline which can be formed either by the electrochemical or chemical oxidation of aniline. If an electrode is immersed in hydrochloric acid which contains a small concentration of aniline, then a film of polyaniline can be grown on the electrode. Depending on the redox state, polyaniline can either be pale yellow or dark green/black. Other electrochromic materials that have found technological application include the viologens and polyoxotungstates. Other electrochromic materials include the chemical Tungsten Oxide (WO3). This chemical is the main chemical used in the production of electrochromic windows or smart windows.
As the color change is persistent and energy need only be applied to effect a change, electrochromic materials are used to control the amount of light and heat allowed to pass through windows ("smart windows"), and has also been applied in the automobile industry to automatically tint rear-view mirrors in various lighting conditions. Viologen is used in conjunction with Titanium Dioxide (TiO2)in the creation of small digital displays. It is hoped that these will replace LCD displays as the bright white color of titanium provides easy viewing of the black on the display."
"Pilkington has launched the world's first energy-saving window for buildings that can change colour on command.
The new electrochromic glass product changes colour from clear to a pleasing blue as it is adjusted to control the amount of heat and light entering a room. Called Pilkington EControl, the product ensures that the building occupants can enjoy the most comfortable conditions inside a buildings, while also saving energy. The darkening of the glass avoids overheating and reduces glare and reflection on computers screens. It means external shades are no longer required On the other hand, when there is little sunlight, the glass lightens and minimises the for artificial light. In winter, the coating on the glass ensures good heat insulation.
Pilkington EControl works by passing a low electrical voltage across microscopically thin coatings on the glass surface, activating a tungsten-bearing electrochromic layer which changes colour. The colour of individual windows can be controlled, or the total glazing in a building can be simultaneously altered by connecting it to the building's electrical management system. Trials in Germany have shown that Pilkington EControl can save up to half the energy required for air conditioning in a building.
The first installation of Pilkington EControl is in the Stadparkasse. a savings bank located in the historic downtown centre of Dresden, Germany."
