The correct process for obtaining an abandoned car (in California) is with a lien sale. This will take about a month and a half.

Go to the local DMV, and request a lien sale packet. You shouldn't have to wait in line for this, it is just a few forms you will need, and a brochure explaining the process.

One of the first forms you will have to fill out is a request for the vehicle record. You will then have to mail a copy of one of the other forms to every person listed in the vehicle record. If no one replies to DMV saying they object to the sale, then you will be home free. The exact steps are outlined in the brochure.

Here is a link to the DMV web site about Lien Sales:

This is the same process that tow comanies use, but anyone can do it. There are also Lien Sale companies that will take care of all the paperwork for you, for a fee.

Good Luck.

Try this, ask the police if you can. Put a notice on the car that you are charging rent for the location. Charge about $200 a day. You will need to give a day or two notice. When the amount owed is higher than the value, claim it through the courts.

Write down the license plate number, find out who owns the title by calling the county title office, call the owner and ask them to either come get it, or sell it to you.

You need to let the police run the car to see if it turns up stolen (if you don't, and it does it's on you). After that it's just a bunch of bullshit with the DMV.

You can call the police department and report the abandoned car. They probably won't tell you who owns it, but they can have it towed away for you.
