Archimedes designed a composite mirror to burn enemy ships' sails at a distance. Use 2"x2" or 3"x3" mirrors on a 3-foot diameter circle or square of plywood which each mirror aimed (using modelling clay or wood wedges) to the same point. It will instantly ignite cloth or paper. So keep it covered during assembly and pre-testing. That definitely works at -20F, it has been proven up here in Alaska.

You can place a membrane of Al foil or aluminized mylar over the top of a open cylinder and suck down the pressure in the cylinder (e.g. using a fish tank bubbler) to form it into a nearly parabolic shape.

Or paint the inside of a lareg umbrella silver. The focal point will get hot, it folds up nicely, and can be used to keep the rain off.

This may not be the absolute answer however an idea to get heat "pronto!" Magnification...Plastic lenses used in Gov't aircraft and motor-coaches for the driver to get a view from all angles.
Provided there is ample sunlight, these light-weight gems would cook some serious menus.
The construction of the unit could then be whatever is efficient.
"Cardboard to Corregated metal!" Just a thought...
