How to change the letters assigned to the drives in Windows XP:
The BIOS and Windows take care of drive letters automatically. But if you do want to change a drive letter: click Start, Control Panel. In Classic view, double-click Administrative Tools. Double-click Computer Management. In the Computer Management window (LH window), click Disk Management.
In the right hand window, right-click on the drives you want to change and select “Change Drive Letter and Paths.” Then click Change. Click the down arrow on the box to the right and select the new desired letter.
You should have no trouble if you change the letter assigned to a CD or DVD drive. But if you change the letter of the hard drive, Windows may not be able to find the file. So, DO NOT change the letter assigned to your hard drive.

that depends on how your computer is setup.
are drive C: and Drive D: different physical drives? if so you cant do it. (there are a couple of ways to combine two physical drives into one volume that looks like one hard drive ) if they are partitions on one physical hard drive you need a software package like power quest's "partition magic" to move and re-size partitions without loosing data.
otherwise you have to backup your data, wipe out the partitions and repartition them the way you want and reload the OS.

In order to change the hard drive's drive letter, you need to partition it. You can use a program such as Partition Magic to do it.
